Literacy treasury

Public money needs public records.

Ten percent of each Slithy block subsidy goes to the literacy treasury. The record should stay plain: what came in, what went out, and what reading work it supported.

Current status

Treasury status feed

This feed currently reports the public testnet treasury. The mainnet treasury address is slithy1qpye0hj9eqsssjpj08j2y6adeq57wfyu7a9kum2. Mainnet is not live yet.

The feed shows the balance, unlocked amount, chain height, last update time, and treasury address for the network identified above it.

The website can report the treasury. It must never hold treasury spend keys.

Purpose

The treasury is for children's books, reading materials, literacy programs, and practical costs tied to that mission.

Custody

At launch, CS Idea Labs LLC will control one encrypted offline treasury wallet. The spend key will not be stored on this website or a public node.

Records

Outgoing spending should list the transaction id, amount, recipient or project, purpose, and supporting details when they are available.

Community voting plan

Once the network has meaningful activity and an established community, the plan is for the community to vote on proposed donations and treasury spending. Only proposals that further the literacy mission will be eligible. The voting mechanism is not active today. Eligibility, quorum, approval thresholds, conflicts rules, review periods, and secure execution controls will be published before any vote is treated as binding.

The treasury spend keys must never live on the website server. Reporting, voting, approval, and transaction signing remain separate controls.
